Why doesn't 911 answer their phones?!

I was shocked when the witness said that they called 3 times and nobody answered 911. Maybe Tammy would still be ALIVE.

I am the father of Tammy Ellis. I am going to, to the best of my ability, get 911 back to Cranbrook so that this will hot happen to anyone else.

I NEED ALL OF YOU TO HELP ME.
